Ask Rabbi Tuly: When is Purim?

בְּיוֹם־שְׁלֹשָׁה עָשָׂר לְחֹדֶשׁ אֲדָר וְנוֹחַ בְּאַרְבָּעָה עָשָׂר בּוֹ וְעָשֹׂה אֹתוֹ יוֹם מִשְׁתֶּה וְשִׂמְחָה׃

That was on the thirteenth day of the month of Adar; and they rested on the fourteenth day and made it a day of feasting and merrymaking.

Esther 9:17

עַל־כֵּן הַיְּהוּדִים הפרוזים [הַפְּרָזִים] הַיֹּשְׁבִים בְּעָרֵי הַפְּרָזוֹת עֹשִׂים אֵת יוֹם אַרְבָּעָה עָשָׂר לְחֹדֶשׁ אֲדָר שִׂמְחָה וּמִשְׁתֶּה וְיוֹם טוֹב וּמִשְׁלוֹחַ מָנוֹת אִישׁ לְרֵעֵהוּ׃

That is why village Yehudim, who live in unwalled towns, observe the fourteenth day of the month of Adar and make it a day of merrymaking and feasting, and as a holiday and an occasion for sending gifts to one another.

Esther 9:19

Purim is celebrated in Jerusalem on Friday, March 22, 2019 and on Thursday, March 21 everywhere else. Why do some places celebrate the Jewish holiday of Purim on one day, while other cities observe it on another day? Rabbi Tuly Weisz explains based on Esther 9:17-19 that it all has to do with the biblical account that distinguishes between walled and un-walled cities.
