1After that, I will pour out My spirit on all flesh; Your sons and daughters shall prophesy; Your old men shall dream dreams, And your young men shall see visions.

אוְהָיָה אַחֲרֵי־כֵן אֶשְׁפּוֹךְ אֶת־רוּחִי עַל־כָּל־בָּשָׂר וְנִבְּאוּ בְּנֵיכֶם וּבְנוֹתֵיכֶם זִקְנֵיכֶם חֲלֹמוֹת יַחֲלֹמוּן בַּחוּרֵיכֶם חֶזְיֹנוֹת יִרְאוּ׃
3:1 I will pour out My spirit on all flesh
Yoel describes how, in the end of days, there will be an outpouring of God’s spirit and prophecy among all people, young and old, male and female. This is, in fact, Moshe’s fervent wish when Yehoshua confronts him with the complaint that Eldad and Medad are prophesying in the camp. Moshe responds “would that all Hashem’s people were prophets, that Hashem put His spirit upon them!” (Numbers 11:29). The medieval commentator Ibn Ezra narrows the meaning of Yoel’s prophecy to those who reside in the Land of Israel. Only in the Holy Land can one reach the spiritual heights necessary to communicate with the Divine.

2I will even pour out My spirit Upon male and female slaves in those days.
בוְגַם עַל־הָעֲבָדִים וְעַל־הַשְּׁפָחוֹת בַּיָּמִים הָהֵמָּה אֶשְׁפּוֹךְ אֶת־רוּחִי׃
3Before the great and terrible day of Hashem comes,* I will set portents in the sky and on earth: Blood and fire and pillars of smoke;
גוְנָתַתִּי מוֹפְתִים בַּשָּׁמַיִם וּבָאָרֶץ דָּם וָאֵשׁ וְתִימֲרוֹת עָשָׁן׃
4The sun shall turn into darkness And the moon into blood.
דהַשֶּׁמֶשׁ יֵהָפֵךְ לְחֹשֶׁךְ וְהַיָּרֵחַ לְדָם לִפְנֵי בּוֹא יוֹם יְהֹוָה הַגָּדוֹל וְהַנּוֹרָא׃
5But everyone who invokes the name of Hashem shall escape; for there shall be a remnant on Mount Tzion and in Yerushalayim, as Hashem promised. Anyone who invokes Hashem will be among the survivors.
הוְהָיָה כֹּל אֲשֶׁר־יִקְרָא בְּשֵׁם יְהֹוָה יִמָּלֵט כִּי בְּהַר־צִיּוֹן וּבִירוּשָׁלַ ִם תִּהְיֶה פְלֵיטָה כַּאֲשֶׁר אָמַר יְהֹוָה וּבַשְּׂרִידִים אֲשֶׁר יְהֹוָה קֹרֵא׃
