1All Yisrael was registered by genealogies; and these are in the book of the kings of Yisrael. And Yehuda was taken into exile in Babylon because of their trespass.
2The first to settle in their towns, on their property, were Israelites, Kohanim, Leviim, and temple servants,

9:3 Menasheites settled in Yerushalayim
In Sefer Nechemya (chapter 11) we are told that the exiles who had returned from Babylonia drew lots to see which individuals would settle in Yerushalayim. Even though Yerushalayim did not belong to the territories of Ephraim and Menashe, it was important to have more people inhabiting the Holy City so that it would be secure and defensible. By bringing additional people to Yerushalayim, they also sought to fulfill the prophecy: “There shall yet be old men and women in the squares of Yerushalayim, each with staff in hand because of their great age. And the squares of the city shall be crowded with boys and girls playing in the squares” (Zechariah 8:4-5). Perhaps the fact that these members of the tribe of Menashe inhabited the city together with people from other tribes reflects the opinion in the Talmud (Yoma 12a) that the city of Yerushalayim was not divided among the tribes. Rather, everyone has a claim to the holiest city on earth.
